For the syrup: Pour the honey, water, star anise, ginger, and orange zest into a small saucepan. Bring to a boil over medium heat, then reduce the heat and let simmer slowly for 10 minutes. Remove from the heat and let cool. Strain the syrup to remove the spices. For the cocktail: In a large pitcher, combine the whisky, bitters, lemon juice, and 120 ml of spiced honey syrup. Stir until everything is well combined. Keep refrigerated for several days. When ready to serve, add ice cubes to the cocktail. Twist the lemon zest and orange zest over the top of the cocktail and rub the rims of the glasses to release their aromas and fragrance, then drop the peels into the mixture. Mix well. Pour into 6 rocks glasses, adding more ice to each glass as needed. Garnish each glass with an orange or lemon twist
